Job Description

The Assistant Vice President for TRIO, under general direction, provides leadership for all TRIO programs and First-Generation Initiatives departmental functions to include planning, directing, budgeting and evaluating departmental operations. Provides oversight of business activities, strategic planning and development, and program administration. Functions as departmental liaison to Department of Education, participant parents, school districts, the Center for First-Generation/NASPA, other customers and represents the University on various committees, internally and externally.

In-office position in Stephenville Texas with work hours of Mon-Fri; 8 AM-5 PM or as work requirements indicate which may include afterhours/late hours as needed; work with of-site campus locations in Ft. Worth, Waco, Bryan and on-line. Serves as a Campus Security Authority (CSA).

Must have the ability to work remotely at the request of the university in times of inclement weather or other special circumstances.

Responsibilities:

Administers, plans, and manages the grant project budget and associated administrative functions. Responsible for collecting data and submitting the Upward Bound program’s Annual Performance Report (APR) and other required documentation to the U.S. Department of Education on behalf of the University.

Coordinates data collection and reporting for both the Upward Bound (UB) and Talent Search (TS) programs to support strategic budgeting, performance evaluation, and overall departmental assessment.

Supervises and mentors the Director of Educational Outreach and the Director of Upward Bound Programs in areas including program administration, fiscal oversight, and personnel management.

Recruits and hires all TRIO program directors. Conducts monthly program reviews to ensure alignment with federal regulations, adherence to program objectives, service delivery standards, participant eligibility, and budget compliance. Oversees peer tutoring initiatives and leads tutor training programs.

Provides administrative oversight of all TRIO and First Scholars program initiatives at the University. Leads development and management of program goals, budgets, resources, assessments, and policy compliance. Provides direct oversight of the Student Support Services (SSS) program, ensuring federal compliance, service delivery, goal attainment, and participant eligibility. Manages internal and external program evaluations. Supervises, mentors, and trains TRIO personnel across all programs, and provides academic advising and mentoring to a caseload of 40 students.

Serves as the Institutional Lead for First Generation Initiatives (FGI), including coordination with the national First Gen Center and NASPA. Chairs the First-Gen Steering Committee, oversees commencement stole and patch programs, maintains the FGI webpage, and manages the First-Gen Champion network of faculty and staff.

Acts as the Institutional Primary Contact for the First Scholars network, a national initiative supporting first-generation college students. Led the university’s application and onboarding process, maintains communication with the national office, and co-leads the First Scholars Steering Committee and working groups. Plays a key role in expanding and institutionalizing first-generation student support initiatives across the university.

Required Qualifications

Required Education and Experience:

Master’s degree in a relevant field or equivalent combination of education and experience.

Five (5) years of related experience.

Knowledge, Skills, and Abilities:

Training Skills: Knowledge of training programs for staff and leadership personnel, ensuring they are equipped to provide quality services.

Leadership Skills: Ability to lead and manage TRIO programs effectively, ensuring that services are delivered as intended. 

Training Skills: Knowledge of training programs for staff and leadership personnel, ensuring they are equipped to provide quality services.

Program Management Skills: Skills in managing the implementation of programs, ensuring compliance with regulations, and achieving program goals.

Communication Skills: Communicating effectively with students, staff, and stakeholders to ensure program success.

Counseling Skills: Knowledge of counseling techniques to support students' academic and personal development.2 These skills are crucial for ensuring that Federal TRIO programs effectively support students from disadvantaged backgrounds and help them progress through the educational pipeline.

At minimum Five (5) five years of budget management experience

Preferred Qualifications Education and Experience:

Master's degree in a relevant field or equivalent combination of education and experience.

Ten (10) years in a leadership role

At minimum Five (5) five years of experience working with First-Gen and TRIO programs

At minimum Five (5) years of grant writing experience

At minimum Five (5) five years of budget management experience

Salary Range:

The target base annual salary range is commensurate and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
