Responsibilities include establishing and maintaining a system for developing, reviewing, approving and disseminating standards of clinical practice, quality, education, advanced practice and clinical operation. Responsibilities also include developing and allocating capital and operational budgets for assigned areas and ensuring that operational goals are achieved efficiently and effectively. Does related work as required. Responsibilities: + Oversees the development and implementation of policies, practices and standards for assigned areas to ensure compliance with Medical Center procedures and regulatory requirements. + Oversees and coordinates the implementation of plans, operations and programs throughout assigned sections, assuring appropriate resources for the delivery of care. + Provides administrative direction to management staff within assigned sections, including supporting plan development, priority setting, decision making, and professional development. + Develops and allocates capital and operating budgets for sections, coordinating the resource needs for areas of responsibility, to include reviewing and approving budgetary recommendations and preparing variance analyses of budgeted revenues and expenses. + Participates in the development of new and expanding programs for all surgical services in support of the strategic direction of the Network and assumes a leadership role in their implementation. + Consults with finance leadership in directing the annual budgeting and planning process, including operating and capital expenditures for surgical services and monitors departments’ budgets and expenses. + Evaluates program effectiveness, recommends reorganization strategies, and ensures that the standards and codes regulating the quality assurance of health care set forth by various accrediting organizations and regulatory agencies are maintained. + Establishes and maintains an environment that ensures patient and environmental safety and is proactive in addressing and resolving high risk situations. + Directs the planning, implementation and evaluation of clinical and non-clinical programs and services for assigned areas, assuring appropriate resources for the delivery of care and provision of services. + Provides leadership for decision making and problem resolution within multidisciplinary groups, including physicians, to improve patient care and proper utilization of resources and services. + Oversees quality improvement activities for surgical services and collaborates with other departments for quality improvement initiatives. + Ensures appropriate management and supervision for effective operation of the delivery of patient care services and the provision of functional services in accordance with health standards and departmental policies and procedures. + Interprets and communicates policies and procedures in matters related to utilization of services in + Manages staff, optimizing their talents and skills, fostering teamwork and providing opportunities for growth and development. + Ensures staff members maintain and improve competencies required to perform the essential functions of their job and provides staff members with opportunities to develop new knowledge, skills and abilities necessary to meet performance expectations. Qualifications/Requirements: Experience: 10 years of experience where the primary function of the position was administrative or managerial in a hospital or health care facility, seven years of which were in a perioperative environment, required. Education: Bachelor’s degree in nursing, business, health care or hospital administration, required. A Master’s degree in an administrative or health care related field may be substituted for one year of the administrative or managerial experience in a hospital or health care facility. Licenses / Certifications: Other: Thorough knowledge of modern principles and practices of hospital and operating room health care administration and organization; thorough knowledge of surgical facility practices and standard policies governing the operation of an assigned area; thorough knowledge of the regulations and codes of accreditating organizations and regulatory agencies as well as local, state and federal laws as they relate to surgical services; thorough knowledge of administrative reporting and control procedures; good knowledge of the principles and practices of administrative supervision and decision making; good knowledge of risk management issues in a hospital or health delivery setting; good knowledge of labor-management practices; ability to develop and implement programs; ability to establish and maintain effective working relationships with professional administrative, technical and clerical staff; ability to effectively manage complex physician relationships and interactions with medical leadership; ability to direct the work of others; ability to read, write, speak, understand, and communicate in English sufficiently to perform the essential duties of the position; ability to use computer applications such as spreadsheets, word processing, e-mail and database software; sound professional judgment; resourcefulness; discretion; thoroughness; integrity; initiative; tact; physical condition commensurate with the demands of the position.
