Position: Budget and Contract Manager
Who we are: The Police Athletic League (PAL) is the largest independent youth organization in New York City that provides educational and recreational activities for children and young adults. PAL and The New York City Police Department work in partnership to provide communities with summer and after-school recreational and educational activities. Through this work PAL supports and inspires New York City youth to realize their full individual potential as productive members of society.
Position Summary:
The Budget and Contract Manager is a member of the Fiscal Department and is responsible for creating/maintaining government and grant budgets, budget modifications and the Agency’s overall budget. The Budget and Contract Manager is the liaison between the program staff and the fiscal department and serves as the point of contact and supervisor for all budget-related issues. Additional responsibilities include allocating private funds, and monitoring government contracts, grant and private spending activity.
The Budget and Contract Manager will report to the Chief Financial Officer
Major Duties & Responsibilities:
1. Develop government grant budgets, corporation and foundation budgets, department and center budgets, and budget modifications.
2. Submit budgets to government agencies and respond to all inquiries and ensure the budget is approved.
3. Collaborate with the CFO, Program Staff, and Senior Managers, on the development of the Agency’s annual budget.
4. Establish protocol with departments to ensure budget accuracy, identify and resolve surpluses and/or deficits.
5. Monitor budget versus actual spending and collaborate with program, grants and fiscal staff for the projection and development of revised budgets as needed.
6. Prepare, submit and monitor budget modifications for all contracts and grants in accordance with contract and grant requirements.
7. Analyze monthly contract spending and collaborate with Director of Programs, Regional Directors, and Center Directors in the interpretation of monthly budget versus actuals and suggest appropriate spending avenues.
8. Work with the fiscal staff to ensure budgets are properly spent down and accounted for accurately.
9. Oversee the allocation of private funds in the budgeting process and monitor variances between projected and actual private fundraising. Approve use of additional private and restricted funds as necessary.
10. Train program and administrative staff in PALs standard fiscal processes. These employees will include Senior Managers, Director of Programs, Regional Directors and Center Directors.
11. Assign and approve proper payroll codes and allocation percentages for all PAL employees.
12. Act as a liaison between program staff and the Fiscal Department.
13. Approve all budgets leaving PAL and present the budgets to the CFO for final approval and Executive Director as needed.
14. Collaborate with the grants department to provide assurance that fiscal documents are properly filed.
Additional Duties:
1. Complete special projects assigned by the Executive Director or CFO.
2. Protect the interest of PAL.
