COMMISSIONING COORDINATOR
COMMISSIONING COORDINATOR 

Qualification: University Degree in Chemical Engineering, Process Engineering, Mechanical Engineering, or equivalent.
Experience: Minimum of 15 years’ experience in design, construction, commissioning, and start-up of major onshore hydrocarbon processing facilities with major Oil & Gas Project Management Consultancies and/or international EPIC Contractors. Minimum 8 years’ experience as Commissioning Lead or Coordinator.
Primary Duties and Responsibilities: Coordinate all commissioning-related matters of the projects under execution and be accountable for successful completion of commissioning and hand-over. Develop Project Commissioning Strategy and obtain approval in consultation with Asset Holder/End User and in accordance with Contract requirements. Participate in detailed design HAZOP, HAZID, SIMOP, SIL studies, and Safety Reviews to ensure commissioning-related input during the project design phase. Review and coordinate for approval of Commissioning Procedures and Performance Test Procedures for all facilities, systems, and sub-systems. Organize and ensure availability of the Commissioning Team, arranging the required manpower support from Asset Holder/End User/Contractor. Organize all personnel and equipment required to support and supervise the various commissioning activities. Review and approve planning of commissioning activities and ensure implementation as per the set commissioning plan. Detail out the project's activities into required commissionable systems and sub-systems. Review and approve Inspection Records sheets and Functional Test forms to support pre-commissioning and commissioning activities for all disciplines in coordination with the Project Team. Lead daily/weekly meetings at site and coordinate with Project Team for pursual of all pre-commissioning and commissioning activities. Progress reporting for the commissioning activities to support the overall project program. Arrange for timely performance of all commissioning activities on the project(s) facilities. Establish and agree with Asset Holder/End User on commissioning activities requiring interface with existing facilities. Update the Project Manager or Project Heads on a regular basis regarding progress on mechanical completion, pre-commissioning, and commissioning activities. Review pre-commissioning and commissioning dossiers containing all related documentation to achieve ‘as commissioned’ status. Follow up on clearance of all punch-list items and document the same for progress reports and project(s) close-out purposes. Contribute to plant start-up safety reviews with participation from Operations and Contractor representatives. Ensure handover of the facilities under consideration to the Asset Holder/End User on a package/plant system basis. Process and coordinate Project Handover Certificates in coordination with Asset Holders as per the relevant Company procedure, and monitor the status of approval. Implement corporate procedures and standards for commissioning activities. Adopt Company regulations for the Permit-to-Work system and Safety guidelines. Establish and arrange for On-the-Job Training (OJT) as required for Qatari Engineers under development and as agreed for Asset Holder/End User personnel.
