Job Summary:

- To effectively manage EPCIC main Contractor’s overall procurement, contracting and materials management activities & performance. All delivery will be in compliance with MP, JV Partner and Government procedures and regulations.

- Particular experience is needed on the commercial and certain technical aspects of Project contract execution including supervision, management and administration of major contracts (~USD200M) such as high value EPCIC / EPCC, FPSO, pipeline, T&I and large engineering contracts, compression trains, etc.

Responsibilities

Review Contract and Procurement Outfit of EPCIC Contractor
- Ensure mobilization of capable EPCIC Contractor’s SCM (procurement & materials) outfit as per the agreed organization chart and resources with defined responsibility and authority, to deliver the requirements of procurement and materials management.

Deliver Effective Contract Management Scope
-Monitor and supervise the contractual obligations and performance of procurement and material management activities of EPCIC Contractor by:

1. Delivering and promoting Element 2.4, “Working with Contractors & Others” of Operation Management System (OMS) in conjunction with MP SCM Manual in ensuring that Contractors have the necessary competencies to fulfil MP HSSE and Contract Management for EPCIC and supporting Contracts.

2. Being responsible to support the Contract Holder to deliver the contract ownership role as guided by the 8 phases of Contractor Management Process of Contractor Management Standards (CMS).

Coordinate Internal Functions For Delivery of Procurement and Materials Management Objective
1. Coordinate with the Project Controls Function to deliver activities defined in Procurement Schedule and Procurement Register
2. Coordinate with the Engineering Function in engaging qualified vendors in supplying materials, equipment and services for the EPCIC Contract.
3. Coordinate with and assist the Quality Assurance Function to monitor and verify that EPCIC Contractor’s vendor’s quality of work performance are adequate to meet MP stated requirements.
4. Coordinate and assist Construction & Commissioning to ensure that goods received at site are inspected, identified and catalogued, properly stored and maintained by the EPCIC Contractor.
5. Perform risk assessment of procurement activities by EPCIC Contractor. Identify and mitigate areas for potential delay in the procurement schedule.

Procurement Governance, Compliance and Controls
1. Implement approved SCM Policies & Procedures and ensure that the work carried out in controlled manner.
2. Ensure standards of ethics, fairness in procurement activities are maintained, seek to uphold and enhance the integrity of the procurement process as well as maintain strict confidentiality of documents pertaining to procurement.
3. Coordinate with the BU SCM department for any governance and compliance matter

Cost Management Initiatives
1. Ensure the EPCIC Contractor delivers the desired life cycle costs for selected items.
2. Ensure EPCIC Contractor complies with regulatory requirements for cost recovery

Partnerships & Relationship Management
Links SCM into the Project functions; establishes relationship/protocols to integrate project into the BU and JV Partner teams.

Continuous Improvement and Others
1. Contribute to the identification of opportunities for continuous improvement of contracting and materials management process and practices by the EPCIC Contractor.

Requirements

-Min. bachelors' degree in QS or Engineering related discipline.

-Must have a minimum of 10 years’ experience in contracts development and management in the oil and gas industry including developing contracting strategies, execution of contract up to close-out / post award contract management and supervision of procurement of Long Lead Items.

-Able to do FEED competition, experience in Survey and SURF (subsea, Umbilical riser flowline), can deal, doing claims with contractor dan design.

-Demonstrate an understanding of the full project cycle, EPCIC.

-Open for local Indonesian and expat.
