Deputy Director, Facilities Operations

Salary Range:  $80,433 - $129,497   Salary Grade: 25     FLSA: Exempt 

Purpose of Classification: 

The purpose of this classification is to manage and coordinate the maintenance and operations of building systems through the use of in-house staff, contractors and/or vendors. 

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages, directs, and evaluates assigned staff; oversees employee work schedules to ensure adequate coverage and control; reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. 

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work and consults with assigned staff to assist with complex/problem situations and provide technical expertise. 

Assists in developing and implementing policies, procedures and work processes for the department; reviews work orders for maintenance and repairs; ensures timely completion of maintenance and repair activities; researches and addresses pending work and any backlogs; conducts work site visits to monitor work in progress on all projects; ensures compliance with all applicable rules, regulations, standards, policies and procedures; and initiates any actions necessary to correct deviations. 

Manages various skilled labor and repair functions, such as carpentry, electrical, mechanical, plumbing, construction/remodeling work, and routine/preventive maintenance tasks; troubleshoots problems involving buildings and related systems; and makes recommendations to resolve problems. 

Directs, monitors, and inspects work performed by outside contractors; assigns work orders to outside service contractors; reviews and approves contractor's work for quality, completeness, and conformity to contract specifications; consults with contractors; and prepares and maintains related records and reports. 

Leads Requests for Proposal (RFP) review for facilities maintenance and repair; attends bid kickoff; makes recommendation regarding awarding of contracts; and communicates with other County departments and contractors to discuss scope of work, work flow. 

Assists in developing and implementing division budget; assists with projecting expenditures for labor, materials and equipment needs; approves invoices; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports. 

Minimum Qualifications: 

Bachelor’s degree in Facilities Management, Engineering, Construction Management or related field required (Master's degree preferred); seven years of progressively responsible experience in facilities or construction management, with three years of management experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required: 

Must possess and maintain a valid Georgia driver’s license.
