Responsibilities
+ What You'll Do
+ Assisting the COS3 Program Manager with all aspects of the entire contract, to include but are not limited to managing resources, cost, schedule, performance, and risk across the Tasks. Providing technical support to projects/tasks IAW contract. Assisting and advising the PM with day-to-day activities to ensure programs/projects and tasks meet organizational, client and contractual goals. Oversees the work performance of assigned personnel and prioritizes mission tasks/projects as updates and reports to customers on resource availability and delivered workload and performance requirements. Assisting managing programs/projects with required resources, personnel, equipment, and facilities for geographically dispersed. Serving as the alternate point of contact for program/project matters for COS3 Contract. Assisting financial management for the COS3 Program IAW budget guidelines. Ensuring effective utilization of personnel, materials, funds, facilities, and equipment. Briefing senior clients and corporate leadership on program status, successes, and challenges.
+ More than 8 years of law enforcement experience and 5 years managing OCONUS contracts in support of the USG. Including more than 2 years of experience working with and supporting a large population of Afghan personnel.
+ More than 2 years of experience managing EDD teams.
+ Secret Clearance required.
+ U.S. Citizenship required.
+ Key Responsibilities:
+ Serves as the Deputy Project Manager of a 222-person contract for the Department of State providing safety, security, explosive detection canine, and emergency dispatch operations for the CARE Doha Platform in support of the Afghan Guest population, as well as Manages and directs guard force operations on a day-to-day basis under direction from the PM.
+ Oversees the Command, Control, and Communication Operators (C3).
+ Plans, manages, and evaluates explosive detection canine operations.
+ Ensures that all guard personnel are aware of and abide by all Post and general orders.
+ Facilitated performance management, disciplinary actions and leave approval for all personnel. Responsible for all property, equipment, vehicles, invoice approval, CDRLs, project, customer, and corporate reporting for the directorate.
+ Implemented and conducted inspections of work sites for fulfillment of security contract.
+ Developed physical security plans for installation access and canine operations.
+ Developed and applied physical security principles and practices on a major installation evaluating the effectiveness of existing physical security practices.
+ Developed reports on physical security surveys and entry controls procedures.
+ Maintained an annual training and equipment budget and requisition account.
+ Bridged communications between the government and contractors leading to positive working relationships.
+ Assisted on matters involving anti-terrorism and force protection requirements, policy, procedures, and base operations.
Qualifications
Education: One-year related experience may be substituted for one year of education if degree is required.
+ + Associate degree or higher Business, Management or related discipline preferred.
Experience:
+ + Must possess a minimum of twelve (12) years of experience as a military officer or non-commissioned officer (NCO) (at US E-7 or above or equivalent), or equivalent law enforcement/armed/unarmed commercial guard force supervisory experience.
+ Experience must include physical security, access control, and force protection, and (10) years canine EDD operations and must be similar in complexity and scope to the specific requirements of the task order.
+ More than 8 years of law enforcement experience and 5 years managing OCONUS contracts in support of the USG. Including more than 2 years of experience working with and supporting a large population of Afghan personnel.
+ More than 2 years of experience managing EDD teams.
+ Secret Clearance required.
Preferred Experience:
+ + Preferred background in military installation base support/infrastructure management.
Certificates:
+ + Must have an ACTIVE Secret Clearance and should be able to maintain the required clearance & maintain a "One Badge."
Other Requirements:
+ + Must be a U.S. Citizen
+ Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
+ Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
+ Must comply with all Fire and Safety Regulations and post policies.
Skills & Technology Used:
+ + Must be able to read, write and speak the English language with proficiency.
+ Requires a collaborative work style, fostering cooperation, and teamwork.
+ Must exercise discretion and good sound judgment.
+ Must have high level of proficiency in the use of MS Office and/or other related applications.
Supervisory Responsibilities:
+ + Supervises all personnel at assigned site.
