The role of Chief Controls Office - Director, Data Controls at Webster Bank will play a critical role in overseeing and strengthening the bank’s data control environment. This individual will be responsible for supporting an enterprise-wide data control framework, working across a highly matrixed environment, ensuring compliance with internal policies, regulatory requirements, and industry best practices. The ideal candidate will bring significant expertise in Data Analytics and Aggregation, along with Data Management and Data Risk within the banking sector. This individual will also be involved with transformational initiatives and the delivery of critical, large-scale, complex, high-visibility, regulatory remediation programs
Responsibilities
Leadership & Strategy: Lead from the front and execute the strategy aligning with the vision and objectives set by the Lead Data Controls Officer and Chief Controls Officer.
Controls Oversight & Design: Lead from the front and execute the design, implementation, and maintenance of an effective data control framework across the enterprise. Ensure compliance to the framework to mitigate risks and enhance the bank’s operational resilience.
Quality Assurance Program: Support reporting outcomes of the quality assurance (QA) program who identify the effectiveness of controls and adherence to regulatory requirements.
Control Testing: Support data control identification of data gaps and outcomes, leveraging a risk-based control approach.
Reporting & Communication: Prepare centralized and comprehensive reports for senior management, regulatory bodies, board committees, and Front-Line Units detailing data control effectiveness, quality assurance outcomes, and action plans for identified gaps. Ability to think analytically and critically, identifying potential risks or issues in data sets.
Stakeholder Engagement: Highly matrixed, enterprise-wide engagement. Strong communication skills to convey data insights to non-technical stakeholders, including senior management and risk owners.
Training & Awareness: Partner and support training sessions and workshops to enhance awareness and understanding of Data Control literacy processes among staff and foster a proactive risk culture.
Continuous Improvement: Evaluate and improve methodologies and processes to adapt to changes in the regulatory environment, business operations, and emerging risks. Comfortable working with complex data and finding actionable insights to mitigate risk.
Policy & Procedure Development: Contribute to the development and update of policies and procedures related to Data Controls’ processes and initiatives.
Audit & Regulatory Coordination: Support reporting for internal audits and regulatory reviews related to data risk identification, data risk assessment and data control testing. Ensure that documentation and evidence are prepared and available for audit and examination purposes.
Risk Management: Ability to interpret data trends, patterns, and correlations to support data risk management decisions, providing valuable insights to enable senior leadership and department heads to identify and evaluate key risks, implement risk control measures, and monitor risk mitigation efforts.
Compliance Assurance: Support reporting related to adherence of applicable regulations and banking standards, partnering closely with Compliance, Internal Audit, and other control functions.
Qualifications
Education:
Bachelor’s degree in finance, Business Administration, Risk Management, or a related field.
Advanced degree preferred.
Experience:
Minimum of 5+ years of experience in Finance, Credit, Risk management, Operational risk, or Internal Audit within the banking or financial services industry.
Substantial experience in leading Data Analytics and Aggregation, Management and Data Risk programs within the banking sector.
At least 4+ years in a leadership role within the banking sector.
Knowledge:
Deep understanding of data risk management methodologies (e.g., risk identification, assessment, control, and monitoring).Familiarity with data integration tools and technologies to pull data from various systems for analysis.Strong understanding of operational risk management techniques and control assessment methodologies.Knowledge of OCC Heightened Standards and minimum Regulatory Category IV banking requirements.Skills:
Excellent leadership, professionalism, and project management skills.
Strong analytical, problem-solving, and critical thinking skills to understand new processes and identify potential risks.
Experience for developing automation techniques and scripting to streamline data collection and reporting processes.
Proficiency in data analysis tools such as Excel, SQL, R, Power BI, or Python for analysis.
Proficiency to interpret data trends, patterns, and correlations to support data risk management decisions.
Excellent verbal and written communication abilities, with the capacity to present complex information clearly. Strong and effective verbal and written communication, along with collaboration skills are crucial for working with across different teams and departments.
Ability to influence senior stakeholders and build effective working relationships across business units and lines of defense.
Strategic thinker with attention to detail and operational acumen.
Strong commitment to quality and continuous improvement.
Proficiency in risk management software and data analysis tools.

This role has a hybrid work schedule and can be based in CT, Southington, Stamford or Waterbury.
The estimated base salary range for this position is $145,000 USD to $175,000 USD. Actual salary may vary up or down depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position is eligible for incentive compensation.
