Director of Master Facility Paln

Position Summary

A highly motivated, independent and technical thinker with 15+ years’ experience overseeing and implementing the Construction, Safety and Cost Programs on the New Building Program at the Hospital.   This position will report to the Senior Director of Field Operations, Master Facility, who will regularly coordinate with existing hospital operations, and will ensure the on-time, on-budget and safe delivery of the New Inpatient Building.  

Essential Functions and Responsibilities Include the Following:

Administrative & Leadership

Understands and adheres to the WPH Performance Standards, Policies and Behaviors. Serves as a vocal champion of departmental processes. Accountable for the performance of staff in meeting the project and hospital goals Works collaboratively with all levels of the hospital interdisciplinary team and promotes the team concept within their department and hospital wide. Supports hospital initiatives and projects and functions as a positive change agent. Participates in committees, task forces, projects, etc. as required. Promotes a positive and professional image and is a role model, coach, mentor and resource for staff and peers. Develops and submits departmental goals and objectives as required by the Division Administrator. Maintains knowledge related to the operations of their department. Attends Management/Leadership meetings as required. Supports the construction development, coordination, and implementation of the New Inpatient Building project with a focus on cost engineering programs and field construction program of the construction management firm. Ensures quality and consistency of construction management services provided to the Hospital through systematic review of construction documents and construction activities with all involved parties.

Strategic

Works closely with the Senior Cost Specialist, the Senior Director of Field Operations, the Director of Engineering and other System leadership to understand the hospital’s strategy on developing the New Inpatient Building. Maintains project records including design drawings, submissions as built, correspondence, regulatory submissions, financial statements, and all other project information. Assures that employee competency and education requirements are satisfied as per hospital policy. Participates in the Performance Improvement Program as defined by the organization. Demonstrates positive customer service, fosters positive employee relations and assures that staff adhere to the Customer Service Behavioral Standards. Responsible for communication between the construction management firm and internal hospital teams to coordinate various construction activities Responsible for quality control, scheduling, monitoring and collaboration with construction management firm Assures the delivery of quality department services in accordance with established hospital and regulatory/accreditation agency standards. Attends and participates in educational programs or activities to maintain current level of knowledge or expertise to manage department. Works with clinical and administrative leadership, departments, and the OPM team as necessary to coordinate construction activities within the campus. 

Regulatory & Compliance

Assures employee compliance with hospital and Human Resources policies and procedures Assures the provision of a safe employee/patient environment. Adheres to safety standards for employees and patients. Assures compliance with Federal, State, and Local regulations and accreditation standards.  Including:  The Joint Commission, the Accreditation of Healthcare Organizations, New York State Building and Health Departments, City of White Plains Building and Public Safety Departments, United States Department of Housing and Urban Development, National Fire Protection Association standards, AIA Guidelines for the Construction of Healthcare Facilities, and others as required by individual projects. Implements construction projects in compliance with the WPH process including regulatory submissions, budgets, schedules, the design process, construction process, quality control, and adherence to project specifications and drawings

Supervision

Provides direct supervision of department staff including: scheduling, adherence to job specifications, quality of work placed, safety, and regulatory compliance. Assures completion of staff orientation, annual and ongoing competency and education requirements. Participates and assures department involvement in ongoing Performance Improvement initiative as required. Submits reports as required. Creates accountability for all project team members, whether contract vendors or Hospital staff, to financial, schedule, and quality requirements Responsible for the over site on project completion and occupancy with emphasis construction closeout, commissioning of mechanical equipment and systems, scheduling of equipment deliveries and startups, coordinating and working with all regulatory agencies, development and implementation of staff orientation and education and financial closet out. 

General

Utilizes multiple methodologies to communicate information. Submits all other work reports as required/requested by the Department Vice President Performs all other related duties as assigned 

Education & Experience Requirements

 

Bachelor's degree in engineering, construction management or architecture or equivalent industry experience required.

 

15 plus years of experience in increasingly complex supervisory positions directly supervising the building design and construction process – preferably in the Healthcare market sector.

 

Excellent verbal and written skills.

 

Excellent technical, conceptual, and financial skills.

 

Ability to motivate team efforts to accomplish goals. Experience in computer software including: Microsoft Word and Excel (required); Microsoft Access, Project and Auto CADD (preferred).

May be exposed to chemicals necessary to perform required tasks. Any hazardous chemicals the employee may be exposed to are listed in the hospital’s SDS (Safety Data Sheet) data base and may be accessed through the hospital’s Intranet site (Employee Tools/SDS Access). A copy of the SDS data base can also be found at the hospital switchboard, saved on a disc.
