Director of Parking Facilities and Capital Projects
Job Description The Parking Facilities, and Capital Projects Group furthers the NYCDOT mission to maintain and enhance the safe, efficient, and environmentally responsible transportation by operating 30 municipal off-street parking fields and 8 multi-level municipal parking garages. In addition, in support of the City of NY’s sustainability and transportation electrification goals, oversee the installation, operation and maintenance of EV Charging stations in municipal lots and garages. With a goal of expanding the EV Charging Network throughout municipal Parking Facilities, the Group is seeking a well-qualified Administrative Energy Conservation Specialist with experience encompassing technical and supervisory work. Under the general direction of the Executive Director of Parking Operations, the incumbent will manage the expansion of EV-DCFC (Direct Current Fast Charging) and L2 charging infrastructure across municipal parking facilities, including planning, designing, and implementing charging stations. Oversee the entire lifecycle of EV projects, including reviewing pre-bid documents, selecting contractors, and monitoring progress during construction and installation. Collaborate with stakeholders (NYPA, local utility providers, internal DOT departments) to ensure seamless integration of EV infrastructure into existing and new parking facilities, implement solar canopy installations at municipal parking facilities to ensure to contribute to city’s sustainability and energy efficiency goals. The incumbent will also oversee the operation of Off Street's municipal parking facilities, Off Street's about 7450 parking spaces and maintenance of 30 parking fields. Further manages all aspects of contract management of 8 municipal parking garages and will ensure to comply with NYS Law NYC DOB on structural assessment. In addition, as part of the contract management responsibilities the successful candidate must ensure that the contracted vendors and their subcontractors comply with the PCI standards listed in the contract, ensure that the contractors submit the documentation as per the contractual agreements. The accountability area also includes establishing work unit’s goals, objectives and priority’s structure and process to implement policies and carry out all administrative and accounting functions of the operation and ensure diverse work force of 71 personnel various skills and titles are appropriately employed, effectively and efficiently utilized. Must be able to guide and effectively supervise directly 3 senior staff of titles Transportation Specialists, Administrative Staff Analyst and indirectly supervise 68 supporting supervisors and staff, as well as evaluating the hiring needs and the titles to hire. The successful candidate must also display independent initiative, and judgment will work collaboratively and inclusively as part of an interdisciplinary team, coordinating activities of the unit with other work units, organizations and stake holders and being representative or spokesperson for the work unit or agency. ADMINISTRATIVE ENERGY CONSERVA - 10043 Qualifications 1) A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or 2) An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or 3) A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity. 4) Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows: a) One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following: i) Journey-level experience in one or more of the skilled building trades; or ii) Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or evaluator responsible for cost estimation; or iii) Full-time building construction management experience; or b) Education will be credited as follows: i) One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years. ii) A master’s degree in any of the disciplines described in “1” above, or a related field, will be credited for one (1) year of acceptable experience. iii) A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience. License Requirement A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment. Special Note i) Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.
