This Traffic Safety Project Engineer position is assigned to the Safety Evaluation Group of the Traffic Safety Systems Section within the Traffic Safety Unit of the Transportation Mobility and Safety Division. This position is responsible for providing technical leadership, engineering expertise and investigative support to evaluate safety and mobility improvements made to North Carolina’s roadways, programs and large-scale initiatives, and policies and laws. The applicant will need to acquire a high level of knowledge concerning research in the fields of traffic safety, traffic engineering, data collection techniques and equipment, and data analyses to complete safety and mobility countermeasure evaluations. In addition, the applicant must be passionate about the field of traffic safety and this position’s role in reducing the number of North Carolina traffic-related fatalities and injuries. The position is responsible for acquiring the knowledge necessary to complete, direct, and assist on complex and comprehensive safety evaluation projects, use a variety of statistical methodologies to develop North Carolina based crash modification factors, apply, and calibrate safety performance functions, and evaluate a variety of safety surrogates such as speed data, vehicular yielding rates, and red-light running data. The applicant will be responsible for presenting the results of various topic-oriented safety evaluations with staff at all levels of NCDOT and other organizations and for submitting the results for publication in national research publications. Examples of topic-oriented safety projects include evaluations of the effectiveness of flashing yellow arrows, all-way stop control, roundabouts, superstreets, intersection conflict warning systems, dynamic all-red intervals for traffic signals, long life pavement markings and wider edge lines, reducing speed limits on rural roadways, and implementing pedestrian treatments. The position is responsible for completing mobility evaluations, which requires analysis of measures such as vehicular delay, queuing, saturation flow rates and travel times to establish the specific mobility improvement effect on the treated intersections and sections. The position is responsible for managing the field implementation of pilot countermeasures and for performing in place evaluations and monitoring which requires excellent project management and team leadership skills. The position is responsible for providing crash analysis and interpretation of safety data for legal and attorney work product requests including legal cases involving NCDOT. The position is responsible for leading road safety audit teams across the state, which requires appropriately selecting sites and recognizing correctable patterns, conducting crash analysis, collecting field data, leading a team of peers, and developing and communicating recommendations based on sound traffic engineering principles. The applicant will be a team member on various NCDOT research projects. The scope of the work requires this position to conduct complex calculations using data collected from engineering investigations, relational databases, and the North Carolina Traffic Records System. This position will be responsible for completing, directing, and assisting on the most complex, comprehensive, and often controversial evaluations of safety and mobility projects and programs. The variety of projects and vast amount of research in highway safety require professionals to stay abreast of the advancements in both methodologies and technologies used in evaluating such projects. This position is responsible for becoming familiar with and effectively interpreting and applying: the Highway Safety Manual, Manual on Uniform Traffic Control Devices, Crash Modification Clearinghouse, ITE Traffic Engineering Handbook, AASHTO Green Book, Traffic Engineering Accident Analysis System (TEAAS), and North Carolina and Federal codes, regulations, and statutes. Strong communication (oral/written/presentation) and public service skills (listening and understanding other perspectives) are required to effectively interact with a full range of customers and partners. Management prefers applicants with registration as a Professional Engineer in North Carolina.
