Executive Leader, Government Affairs

The Executive leader of Government Affairs is responsible for developing and directing bold federal, state and association advocacy strategies and tactics to advance the WelbeHealth mission. In collaboration with the Executive Team, the Executive Leader develops comprehensive strategies and lead successful execution of strategies, with and by directing the WelbeHealth Government Affairs team members, contracted lobbyists, and other consultants. The strategies include leveraging existing and cultivating new relationships with regulators, elected officials, member associations, community organizations and other relevant key stakeholders. In addition, the Executive Leader ensures the Government Affairs department proactively influences, initiates, monitors, and tracks policy changes relevant to WelbeHealth. The scope of responsibilities ranges from expanding WelbeHealth and PACE to new and existing states, protecting and/or eliminating regulation and policy that suppresses competition and setting fair rates that ensure the healthy ongoing operations of WelbeHealth and other PACE programs.

Essential Job Duties:

Lead the WelbeHealth Government Affairs function nationally and in all relevant states on all PACE and PACE adjacent matters (e.g. Medicare, Medicaid). Leverage existing relationships and connections to secure direct audiences with federal and state government legislators and regulators critical to WelbeHealth’s interests (e.g., leaders or deputy leaders of CMS, state Departments of Healthcare Services). Develop and implement an effective federal and state engagement strategy that results in outstanding relationships and positions of influence with regulators and elected officials. Direct government affairs advocacy efforts to facilitate timely approvals of PACE applications, resolve regulatory issues for operating PACE programs and influence policy change that support the WelbeHealth mission. Develop a proactive strategy to maintain a high level of situational awareness on policy matters, identifying risks and opportunities for WelbeHealth. Act as WelbeHealth spokesperson with regulators, elected officials, trade associations and public.    Develop and maintain positive relationships with key external stakeholders including trade associations, other healthcare entities/associations, PACE organizations, workgroups, advocacy groups, relevant consumer groups, etc. Collaborate proactively with cross-functional departments such as growth, strategy, business development, compliance, marketing, community partnerships, health plan operations, and program operations. 

Job Requirements:

Master’s Degree in Public Policy or relevant field. Professional experience may be substituted.  Minimum of ten years’ relevant experience engaging with state regulators or elected officials required. Minimum of ten years’ experience as a leader in healthcare, eldercare or human services policy required. Five years’ supervisory experience with demonstrated ability to mentor and develop team members. Direct experience with State Medicaid programs and/or Center for Medicare and Medicaid Services required. Ability to travel to Washington D.C., state capitals and WelbeHealth locations. Persuasion and rhetorical skills needed to successfully influence elected officials and regulators.
