Title: HR Specialist, Pay/PAR Processing



Location: Washington, DC, On-site 4 days/week



Eligibility: US Citizenship required with ability to obtain clearance.



Full-Time: Base period ends on 7/07/2025 with extensions possible through 07/07/2029

We are seeking a highly skilled HR Specialist (Pay/PAR) to support federal HR operations through precise payroll processing, personnel action review, and employee benefits support.



What You’ll Do



As an HR Specialist (Pay/PAR), you’ll serve as a front-line resource for payroll and benefits-related questions, while supporting accurate processing through NFC and OPM systems. You’ll work closely with HR leadership and employees to resolve technical issues, ensure accurate data entry, and guide process improvements.



Key Responsibilities:



- Process payroll/personnel actions using National Finance Center (NFC) and OPM systems



- Research and resolve payroll discrepancies and benefits-related inquiries



- Run and analyze reports from NFC to ensure data accuracy and identify anomalies



- Advise supervisors, timekeepers, and employees on pay, T&A, and federal benefit programs



- Support onboarding, pay adjustments, and benefits elections in accordance with federal guidelines



- Utilize ServiceNow workflows and other HR systems for case management and task tracking



- Ensure personnel records are accurate, complete, and securely maintained (e.g. eOPF)



- Collaborate with HR leaders to improve process efficiency and ensure compliance



- Protect sensitive PII/PHI and maintain strict confidentiality of HR and payroll data



- Provide customer-focused, timely, and professional HR service delivery



Required Qualifications



- Bachelor’s degree from an accredited institution (required, no substitutions)



- Minimum of 7 years of experience in federal human resources



- Hands-on experience with NFC systems, eOPF, and federal personnel action processing



- Familiarity with federal benefits programs (TSP, FEGLI, health plans, etc.)



- Proficiency with MS Office Suite and secure document management



- Strong attention to detail, analytical skills, and written communication



- Experience using HR technology platforms such as ServiceNow



- Ability to handle confidential data with discretion and professionalism



Preferred Qualifications



- Experience supporting DOJ, OJP, or other federal HR organizations



- Familiarity with Avue, HR Connect, or USA Staffing



- Experience working with T&A systems or troubleshooting pay-impacting issues



- Federal HR certifications (SHRM-CP, PHR, or equivalent)



- Proven success improving HR processes or implementing SOPs
