Job Summary:
Provide administrative and clerical support to the Human Resource Division and apply and support the implementation of rules, regulations, and processes. Coordinate and manage Workforce Development efforts to include technical education and training programs/courses, and continual monitoring and improvement of training materials. Perform Employee and Labor Relations duties including coordination of Employee Benefits, establishment and maintenance of records, research and evaluation of policies and programs, and management of employee relations matters. This position is not remote and is in office on NSWC Indian Head.
Education and Experience:
Bachelor’s Degree in Human ResourcesAt least ten (10) years’ relevant HR experience, Naval Surface Warfare Center and/or USN experience is preferredEssential Duties:
Workforce Development
Coordinate in-house training coursesReview, documents, implements, and continuously improves the Defense Acquisition Workforce Initiative (DAWIA) and professional, administrative and technical education and training programsAssess the current requirements and opportunities for professional, administrative and technical education and training Provide administrative support on all workforce development programs including but not limited to mentoring, individual development plans, rotations, supervisory development, DAWIA, academic tuition support, and mandatory trainingEmployee and Labor Relations
Gather, review, and process awardsPerform Employee Benefit Liaison DutiesMaintain records, manage files, and update employee recordsEstablish and maintains relationships with labor organizations representing Federal employeesProvide support in negotiations and administration of labor agreements and providing guidance on labor and employee relations mattersResearch proposed legislation and identify potential impacts and changes to labor/employee policies and programsSupport preparation before third parties' activities including: arbitrations, Federal Labor Relations Authority, the Merit System Protection Board, the Federal Mediation and Conciliation Service, the Federal Service Impasse Panel, the office of Workers Compensation Program, and the Federal Employment Opportunity CommissionEvaluate laws, regulations, and precedents related to third parties; research bargaining issues and negotiability and provide negotiation support for complex federal union contractsSupport review of administrative grievances under the negotiated grievance procedures, unfair labor practices complaints, impacts and implementation issuesPerform research and analysis and provides recommendations to the Government for resolving issues that include disciplinary actions, adverse actions, administrative grievances, EEO complaints, alternative dispute resolution, contract negotiations, union grievances/appeals, impact and implementation issues, unfair labor practices, arbitrations, merit systems protection board cases, federal mediation conciliating services cases, and federal labor relations authority casesKnowledge, Skill and Abilities:
Knowledge of all major payroll software packagesProven track record of success in all HR disciplinesExpert computer literacyExcellent coordination, time management, written and verbal communication skillsConflict resolution and problem-solving abilityWorking knowledge of SHE legislation, labor law, tax law, and other relevant legislationSkilled in coaching, mentoring, and team leadership
