The Innovative Technology Solutions (ITS) Budget and Office Manager, under general supervision, provides comprehensive administrative, financial, and operational support for the Chief Information Officer (CIO) and the Information Technology Services (ITS) department. The role is responsible for managing business functions, supporting leadership initiatives, overseeing budgets and personnel activities, coordinating communications and events, and ensuring policy compliance. The position also serves as a key liaison with internal and external stakeholders and may supervise staff. Serves as Campus Security Authority (CSA).
This position is based on the main Tarleton State University campus in Stephenville, Texas. The standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m., with occasional after-hours and weekend work as required to meet operational needs. Hybrid or flexible work arrangements may be considered in accordance with System Regulation 33.06.01 – Flexible Work Arrangements, subject to departmental requirements and supervisor approval.
Must have the ability to work remotely at the request of the university in times of inclement weather or other special circumstances.
Responsibilities
Financial and Budget Management (25%)
Implements and manages the ITS budget on behalf of the CIO and leadership team.
Prepares and maintains departmental budget analyses and projections.
Develops annual budget documents and assists in preparing the Annual Operating Budget.
Submits purchase requests, pays invoices, manages chargebacks, and reconciles accounts.
Serves as an approver and back-up signer of vouchers and requisitions.
Reviews and approves account reconciliations and assigns costs to appropriate accounts and projects.
Monitors and controls expenditures within budget guidelines and manages annual fiscal year closing activities.
Manages capital equipment purchasing, cash handling, and resource allocation reporting.
Resolves financial and operational issues and interprets university/system policies and regulations.
Serves as liaison with financial, payroll, and HR departments.
Administrative and Executive Support (25%)
Provides direct support to the CIO for daily activities, initiatives, and strategic projects.
Minimizes administrative burdens for the CIO by managing schedules, communications, and expense reports.
Coordinates and evaluates departmental policies, procedures, priorities, and compliance standards.
Serves as office manager and resource for business-related needs, proposing and implementing solutions.
Manages maintenance of business files and performs program analyses and special investigations.
Personnel and Human Resources Coordination (20%)
Coordinates recruitment efforts, including creating positions, updating job descriptions, job requisitions, and onboarding.
Serves as Recruiting Coordinator and communicates with HR and hiring managers to assess departmental needs.
Manages personnel activities, prepares position analyses and employment offers, and identifies training needs.
Participates in hiring and training of business staff and student workers, may supervise staff, and resolve staff conflicts.
Provides advice on administrative and personnel policies and ensures compliance with training and procedures.
Communications and Marketing (15%)
Manages the ITS website and ensures content is current, relevant, and properly formatted.
Coordinates mass electronic and printed communications and notifications.
Creates and manages social media content in alignment with departmental marketing strategies.
Serves as staff liaison to cabinet members, deans, department heads, peers, vendors, and other external constituents.
Events, Projects, and Donor Activities (10%)
Independently manages ITS events, all-hands meetings, celebrations, and special initiatives representing CIO and university values.
Coordinates donor gift and recognition activities and conducts customer satisfaction surveys.
Supports special projects and research studies as needed.
Other (5%)
Prepares and analyzes business reports including space allocation, and resource utilization.

Required Education and Experience
Bachelor’s Degree or equivalent combination of education and experience
Six (6) years of related experience
Knowledge, Skills, and Abilities
Knowledge of word processing, spreadsheet, database, and presentation applications.
Ability to organize work effectively and prioritize objectives with a high level of discretion and independent judgment and initiative.
Ability to multitask and work cooperatively with others.
Interpersonal and communication skills.
Planning and organization skills.
Preferred Education and Experience
Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; Master’s degree (e.g., MBA, MPA, or related) preferred.
3–5 years of progressive financial experience, preferably within a higher education, nonprofit, or public sector environment.
Strong knowledge of budgeting, financial planning, and reporting processes in a complex organizational setting.
Experience working with fund accounting, grants management, and compliance with institutional and governmental financial regulations.
Proficiency with financial and enterprise resource planning (ERP) systems (e.g., Banner, PeopleSoft, Workday) and advanced Excel skills.
Demonstrated ability to analyze financial data, prepare detailed reports, and support strategic financial decision-making.
Excellent interpersonal, communication, and collaboration skills; ability to work effectively with academic and administrative stakeholders.

Commensurate with experience
Salary Range
The starting base annual salary is $53,745 and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position. The anticipated hiring range is $55,000-$63,000, with the full salary range extending to $76,321.
