Job Description:
The Program Chief Engineer (PCE) within a Program Area is responsible for leading the technical efforts within one or several projects. The Program Chief Engineer works closely with the Program Manager (PM) on managing customer expectations, cost, schedule and risk. They are responsible for the technical program execution under their Program (cost, schedule, and technical).
This includes but is not limited to:
Responsible for technical direction, oversight, and outcome of assigned programPartners with the PM to develop the program org / IPT structureServe as primary customer technical contact for program activities throughout the program lifeProvide leadership team with honest assessment of program issues and recommendations as necessaryUnderstand programmatic financial aspects: budgets, PWAs, progressive payments, EV, Profit margins, etc.Coordinates with functionals on engineering demand at specific program phasesSets project metrics for monitoring and reportingProvide input and review quarterly roadmapsIndividual Engineering Functional Task Leaders (Systems Engineering, Software Engineering, Aeronautical Engineering, Specialty Engineering, Logistic Engineering, Technical Publications, etc.) are members of technical IPTs that report to the PCE for the assigned program operations.
The PCE manages the technical functions of the program through Project Work Authorizations (PWAs) as a joint effort with the PM. The PCE coordinates with the Functional Managers in the utilization of and Earned Value (EV) reporting via the Labor Tracking System (LTS) to insure consistency between the Functional and Program roll-up relative to performance against schedule and budgeted work scope.
The PCE is also responsible for program technical performance that extends beyond the "Engineering" functions, to ensure technical compliance within the total operations activities (i.e. extends to the interfaces of manufacturing and HD&L). In addition, Program Chief Engineers are the key technical interfaces to Customers and have the responsibility/opportunity to interact with Customers at every phase of our program lifecycles.
Required Qualifications:
Requires an active DoD Top Secret/SCI Security Clearance, the ability to maintain the stated clearance, which requires U.S. Citizenship.Ability to travel based upon business needs, working extended hoursA Bachelor’s degree in a technical field and a minimum of nine (9) years of prior relevant experience. Graduate degree and a minimum of seven (7) years of prior related experience. In lieu of a degree, a minimum of 13 years of prior related experience.Experience in one or more of the following areas is required:
Demonstrated experience with program planning, guidance, and engineering execution within scope, schedule and budgetDemonstrated understanding of engineering processes and policiesSystems Engineering (including Test Engineering); or, Software / Hardware Engineering; andDemonstrated Project Engineering experienceDemonstrated experience with Executive Level Interaction and Communication (including internal and Customer stakeholders).Preferred Additional Skills:
