The Risk Management Division (RMD) operates Minnesota state government's self-insured program, along with the state's workers' compensation and safety programs. We insure state vehicles for auto liability and auto physical damage and most state agencies for property and general liability. We serve the needs of state employees and agencies through full-service workers' compensation insurance, including disability management, return-to-work, and legal services. We also provide safety, loss control, risk, and insurance management consulting services to state agencies.
We are seeking a Legal Analyst to provide advanced administrative, investigative, and legal professional assistance to the Legal Services Unit of the Employee Insurance Division, Workers' Compensation Program. The primary purpose of this position is to help the compensation attorneys in the operation of the Legal Services Unit. Responsibilities include, but are not limited to:
+ Assisting attorneys in the investigation, analysis, and organization of facts and legal issues relevant to contested workers' compensation cases.
+ Assisting attorneys in the discovery process.
+ Providing legal file management, administrative, and organizational support.
Effective 6/1/2025, Executive Branch agencies are required to work in-person/onsite at least 50% of their scheduled workdays each month, as mutually agreed upon, unless exempted. This position is eligible for a hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. **Minimum Qualifications**
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
+ Two (2) years of experience collecting and organizing evidence, analyzing documents for legal factual application, completing legal research, and/or producing drafts of legal documents.
+ _A Bachelor's degree in legal studies, criminal justice, or related field may substitute for one (1) year of experience as described._
+ _An Associate's degree as specified may substitute for six (6) months of experience as described._
+ Knowledge of medical terminology sufficient to provide a thorough analysis of cases.
+ Experience applying statutes or administrative rules to specific circumstances.
+ Ability to deal with confidential information in a professional manner and make appropriate decisions concerning a wide range of circumstances to comply with the Rules of Professional Conduct, the Government Data Practices Act, and the strategic needs of litigation.
+ Interpersonal and human relations skills to maintain effective working relationships with employees, management, clients, opposing counsel, etc.
+ Ability to handle a large volume of work while maintaining accuracy and meeting deadlines.
**Preferred Qualifications**
+ Two (2) years of experience collecting and organizing evidence, analyzing documents for legal factual application, completing legal research, and producing drafts of legal documents that are associated with workers' compensation litigation.
+ Knowledge of workers' compensation law and legal terminology to find, understand, and apply state statutes, rules, and regulations on cases.
+ Knowledge of workers' compensation claims management and how claims are generally administered.
+ Experience with the Minnesota Government Data Practices Act.
+ Experience working for federal, state, municipal, or tribal governments/organizations.
