Project Manager – Transportation Design

Overview

We are seeking a talented and driven Project Manager to lead roadway design engineering projects across a wide range of municipal transportation-related initiatives. This position plays a key role in both urban and rural project development—from schematics through construction—while coordinating cross-disciplinary teams and managing client expectations.

The ideal candidate can manage the typical phases and subdisciplines of a municipal thoroughfare improvement project, including:

Project ScopingSchematic design developmentUrban and rural roadway designStormwater and drainage design/oversightUrban street reconstruction and complete streetsDowntown revitalization projectsBike and pedestrian infrastructure, including ADA improvements and hike-and-bike trailsHydraulics and hydrology design oversightWater and Sewer conflict mitigation designSignalization, geotechnical, and subsurface utility engineering coordinationRight-of-way (ROW) and franchised utility managementTraffic engineering improvements

Key Responsibilities

Develop project scopes and planning documents in collaboration with internal teams and clientsLead project teams on schematic and PS&E tasks for local streets, thoroughfares, and drainage projects, ensuring compliance with federal, state, and local standardsGuide and mentor design teams, providing direction, training, and oversightCoordinate with multi-disciplinary subconsultants throughout the design processInnovate and implement design techniques, tools, and delivery strategiesPresent design concepts and alternatives to clients and stakeholdersSupport the client liaison in maintaining project schedules and budgets; implement and oversee quality control proceduresPrepare and maintain detailed project schedules, including planning and delegating work for EITs and DesignersAssist with proposal development, project scoping, and maintaining strong client relationshipsAttend design review meetings and act as a key point of contact for clientsProvide bidding phase support, including attendance at pre-bid meetings, preparing addenda, responding to contractor inquiries, and evaluating bidsPerform construction-phase services such as participating in preconstruction meetings, resolving field issues, reviewing submittals, preparing payment applications, conducting inspections, developing punch lists, and managing project closeout

Qualifications

Bachelor’s degree in Civil Engineering from an ABET-accredited programLicensed Professional Engineer (P.E.) in the State of Texas10 years of multidisciplinary experience in street and drainage design, preferably for municipal infrastructureProficiency in AutoCAD, Civil 3D, and Microsoft Office SuiteFamiliarity with hydraulic modeling software such as HEC-HMS and HEC-RASBasic understanding of NCTCOG, TxDOT, Standards and SpecificationsAbility to assemble Bidding Documents, and understanding of public project bidding procedures.Familiar with state and federal funding sources and proceduresBasic understanding of municipal development processes, including floodplain management, platting procedures, zoning regulations, access management, and coordination with franchised utilitiesStrong written and verbal communication skills across all levels of the organization and with clientsSelf-starter with excellent organizational skills and attention to detailProven ability to mentor and develop technical staffAvailability to work Monday–Friday, 8:00 a.m. to 5:00 p.m., with additional hours as needed to meet project deadlines
