Job Summary:  

As a Proposal Material Program Manager (MPM), you're accountable for the Supply Chain proposal efforts for the Standard Missile 3 program. This position reports directly to the SM-3 MPM Proposal Lead. This role is great for an up-and-coming leader who is interested in strategic growth, proposal, and potential execution experience. The successful candidate is a self- starter capable of strategic vision, with the ability to guarantee execution to program and functional objectives. In this matrixed environment, you will be accountable for proposal strategy through completion of pre submittal leadership reviews in addition to execution activities if the proposal timelines allow. This includes sole source justifications, DD254 facilitation, EX/IM planning, and the gathering of entrance criteria needed to kick off the requests for proposals (RFPs) to the procurement teams, pricing approvals, and much more. Once the contract is awarded, you will then work with the MPM execution team responsible for transition into a production execution environment during execution leadership reviews.

What You Will Do:

Oversee GSC proposal execution performance and reportingSupport program proposal kickoffs and strategy developmentDevelop and execute to supply chain proposal strategy and plans (as applicable)Facilitate alignment with MPM(s) responsible for execution.Generate and/or collect necessary documentation for successful kickoff.Support RFP kickoffs with the proposal excellence teamSupport RFP alignment reviews with suppliersIdentify/Generate material R&Os in alignment with bid posture.Approve bid pricing including decrements and budget challenges.Collaborate with execution partners, program managers and senior leadershipMonitor performance metrics and proactively act to address program and functional issues.Facilitate quick and accurate responses to customer Fact-Finding Questions (FFQs) working in conjunction with the proposal teamEvaluate and interpret subcontractor cost and pricing dataResponsible for writing clear and accurate BOEs to ensure all SCM functions are adequately reflected in Raytheon's proposalsParticipation in Best Value Source Selections (BVSS) for competitions

Qualifications You Must Have:

Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience in Program Management, Material Program Management, Procurement, Contracts, Finance, Operations, and/or Strategic SourcingExperience with Microsoft Office (Word, Excel, Power Point).Experience with Supply Chain, Production Control, and/or Procurement processes and requirements.Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer:

Master’s Degree in Business Administration, Finance, Supply Chain Management or related.Excellent reporting/communication skills. Experience with Prime Contract Requirements and Statements of Work (SSOWs).Experience in a matrixed organizational structure.Experience with Earned Value Management and Financial forecasting.Working knowledge of FAR & Estimating policies and proceduresExperience in prime negotiations

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
