Job Overview

Location/Schedule: This position is based at the Lloyd Corporate Plaza, located in NE Portland, OR. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m.

Position Description: The Senior Director of Affordable Housing will have oversight and responsibility for Cascadia’s administrative and programmatic functions within the housing department. This position is responsible for planning, directing, managing, and implementing Cascadia’s housing development goals, objectives, policies, and priorities.

The Senior Director of Affordable Housing must understand, appreciate, and respect the diversity and cultural differences within our Cascadia community.   As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of inclusion, safety, and acceptance.

Essential Responsibilities

General:

Provide high level expertise in management, operation, and compliance for a portfolio of housing and commercial properties.Oversee the financial performance and physical maintenance of all properties in portfolio, while meeting overarching strategic goals.Develop and maintain a thorough understanding of contracts with funders, as well as complete accurate and timely reports to funders, and ensure compliance with funder agreements.Develop and maintain housing policies and procedures in compliance with various housing regulatory requirements. Ensure consistent execution of housing policies and procedures across Cascadia’s housing sites.Monitor changes in LIHTC, HUD, and other relevant regulations and requirements; implement changes as necessary.Work with the housing department to ensure all tenant files of all applicable properties are maintained in compliance with regulations.Prepare monthly, quarterly, and annual reports for the housing portfolio.Participate in LIHTC/HUD/ OHCS, PHB etc. reviews by outside entities. Coordinates responses to ensure staff are thorough, professional, and accurate as well as ensuring deadlines are met.Ensure internal audits of tenant files are completed every 6 months.Possess knowledge of the Federal Fair Housing Act, Landlord Tenant Law and the Americans with Disabilities Act.Assist in planning and development of new housing projects.Communicate and work collaboratively with various internal and external stakeholders.Set budget for the housing department as well as oversee annual budgets for individual properties.Oversee performance targets within the housing department.Develops management plans, monitors monthly financial performance, and establishes capital improvement budgets for all properties.Participate in and lead pursuit of grant opportunities related to procuring and developing new properties, as well as opportunities to implement capital improvements at existing properties.Lead work with architects, engineers and construction companies for new capital projects.

Compliance: 

Respect and honor tenant rights and responsibilities and demonstrate professional boundaries and ethics. Maintain knowledge of, review and ensure compliance with all applicable federal, state, county, and city regulations, contract obligations, and internal policies and SOP.  Adhere to mandatory abuse reporting laws.Attend seminars, training, and other educational opportunities to develop professional skills and abilities. Assist program leadership in developing and updating policies, procedures, and systems to assure success.Ensure proper tax documentation is prepared and submitted for existing properties. 

Supervisory Oversight:

Provide supervisory oversight to housing staff including the facilities team.Determine staffing requirements, recruit, hire, and train staff in a manner that encourages and maintains diversity and cultural responsiveness. Establish work plans and priorities for staff members, assess the progress of staff members. Provide consistent supervision and support for direct reports.Promote and complete annual employee training requirements on a timely basis.Demonstrate commitment to continuing professional development.

Strategic Leadership

Work with the Chief Executive Officer and Housing Board of Directors to develop and maintain a vision and strategic plan to guide the department, while ensuring integration of clinical services.Take the initiative in thought leadership, innovation, and creativity.Create, model, and maintain a work culture that supports and values inclusion, equity and diversity.To meet the needs of those we served, work collaboratively and effectively within Cascadia to ensure integration of housing and our clinical programs.Attend and participate in all relevant internal and external meetings, including but not limited to individual supervision, team meetings, and consultations with stakeholders.Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.Performs other related duties as assigned.

Qualifications

Education:

Required: Bachelor’s degree from an accredited college or university in urban planning, finance, public administration, real estate, or related field.Preferred: Master’s degree, preferred, in Business Administration or related field

                                      

Experience:

Required: Minimum of ten (10) years of responsible managerial experience in affordable housing program management and development or ten (10) years of responsible managerial experience in a closely related fieldPreferred: Experience within nonprofits desirableExperience with individuals who experience housing instability, food instability, and economic instability.

Specialized Knowledge, Skills, & Abilities:

Knowledge of federal and state housing and community development regulationsFederal regulations, including associated procedures and guidelines as they relate to housing and community development programs, such as Community Development Block Grant, LIHTC program, Homeless Assistance, Special Needs Housing Programs and Federal Home Loan Bank programs.Interpret and analyze the impacts of complex legislation, regulations, ordinances, contracts and financial documents.Proficient in Microsoft Office Suite or related softwareOrganized with attention to detail.Ability to coordinate efforts of various teams to present a coherent message.

Other:

Demonstrated experience at the management level—proven managerial skills, ability to mentor and develop staff and foster teamwork and collaborative problem solving.Ability to travel to other Cascadia locations as necessary.

Working Conditions

Environmental: Work is performed in one or more of the following: clinical office, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Much of the work is performed during regular business hours with the potential of extending into after hours only for crisis response. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.

Mental: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment. Decision-making may occur in a moderate to high stress situation where a client may be experiencing a crisis.
