Senior IT Manager

Role Purpose:  

The Senior IT Manager is responsible for leading and managing the IT function, ensuring the effective delivery of core services, including Application Development, Infrastructure Operations, Architecture, Governance, and IT Operations. This role is crucial for enabling advanced technology solutions that support the growth of our business and strengthen our market position in Vietnam.

It is essential that all core architectures, methodologies, policies, and standards align with Chubb's Regional and Global IT standards. The Senior IT Manager will also oversee the continuous transformation of underlying business processes and technology, driving the implementation of the transformation roadmap.

Collaboration is key in this role, as the Senior IT Manager will work closely with both internal teams and Regional IT and Operations teams to ensure alignment with the target operating models for Customer, Operations, and Technology.

Key Responsibilities:

1. Strategy 

Strategic and financial analysis, planning and business case development related to IT projects.  Drive and influence the definition of the annual IT investment plan for Vietnam, in alignment with regional, divisional and country technology strategies and roadmaps. Lead the designing, architecting, and building of new platforms and modernization of existing systems in coordination with Regional Architecture and corporate standards, whilst understanding the need to maintain legacy platforms until the right opportunity presents for their replacement.

2. Project Delivery 

Take full responsibility for new product launch in term of IT solution. To be successful in this role you should deliver an extensively recorded, tested, intact, and operative product within delivery time frames and budget. Ideal candidates will be analytical and have a positive demeanour Communicate with stakeholders during all phases of the project and close it efficiently. Ensure compliance with budget and other project requirements.  Liaising with stakeholders such as partners, vendors, regional IT and local business team regarding project requirements. Document instructions for end-users and assist with the testing of the final product Maintaining a good working knowledge of the desired solution Monitoring project progress and implementing changes where necessary Ensuring compliance with objectives, organizational policies, procedures, and standards Compiling project reports and informing management regarding problems Ensuring product launch complies with best practices, SOPs, regional and local policies

3. Operations

Lead all aspects of the Vietnam IT function at the country level. Effectively align all business and IT priorities into a single business technology roadmap to ensure all IT activities are focused on delivering business outcomes. Collaborate with the Global Production Services and Infrastructure Services organization to ensure all production systems and services are suitably monitored. Ensure all systems are patched and maintained to an agreed level. Report and act on all and any IT security breach in accordance with company policy. Ensure an effective, cost efficient maintenance plan is in place to support IT services and infrastructure. Management of data centre and systems facilities including related data security safeguards (eg backup, archival, virus scan, maintenance, systems documentation), Maintain asset register of all IT supported hardware.

4. Support 

Ensure all support requests are resolved “effectively” within agreed SLAs. Provide training to team members as and when required. Coach relevant staff as back-ups

5. Management

Lead and support internal technical development teams in creating adaptive, modular, scalable, and open systems that align with corporate standards when required. Foster a high-performance environment and culture that nurtures talent while also engaging external resources to enhance IT’s capacity to support Chubb Vietnam’s business objectives. Oversee the IT functions for Chubb Vietnam, ensuring the effective delivery of IT services while managing operational dependencies and risks. Strive for synergies and cost efficiencies to meet budget targets. As a people leader, provide coaching and development opportunities for individual team members, implementing plans for their continuous growth. Cultivate a fun and engaging IT environment that embodies Chubb Values, promotes collaboration, and enhances morale and integrity.

6. Compliance

Ensure a close collaboration between the Vietnam business, Vietnam IT, Regional IT, and Technology Partners on the definition of Business Solutions, in accordance with Chubb corporate standards and processes. Ensure IT and development-related operations are conducted in line with corporate and regulatory policies and guidelines e.g. IT security policies. Ensure IT governance, standards, procedures and regulations are adhered to at all time.

7. Other

Plus, other duties, projects or functions assigned by the Country President of Chubb Vietnam, and/or Regional Head.

Experience:

Over 10 years of experience managing IT teams across both application development and operations.Proven track record in cross-functional project team management, successfully leading teams comprised of multiple business functions across various locations to achieve project goals.Expertise in designing, owning, and evaluating organizational transformations, delivering large-scale changes that leverage data and information to create value.Proficient in program and project management, with experience in scaled agile methodologies.Demonstrated success as a technology leader, effectively managing distributed technology teams.In-depth knowledge of the systems development lifecycle.Experience working at the Senior Manager or Head of level in a large organization, focusing on digital and information services.Skilled in managing large budgets and developing processes and teams to drive digital change and transformation for the future.Strong background in IT architecture and governance.Experience in information security and risk management.

Knowledge:

Bachelor's Degree or higher in technology-related field or relevant experience in project implementation Lean / Six-Sigma certification a plus, but experience more important.Experience in the delivery of digital transformation and driving significant improvements in both customer experience and operational efficiency.Knowledge on e-commerce, customer lifecycle, digital sales, customer servicing, insurance products (Desirable).Knowledge of business, operating and financial models.

Skills:

Other requirements:

Experience within general insurance is preferred.Effective verbal and written communications in Vietnamese and English.
