Job Description

Overview:

The Sr. Land Project Manager is responsible to effectively move and actively track assigned development projects towards a finished lot community, with additional responsibility of ensuring properly documented turnover and bond release of community and common area.  Responsibilities are related to due diligence, entitlements, plan processing, regulatory and construction permitting processes and community turnover for projects and include regular and effective communication and coordination involving many project participants. 

The Sr. Land Project Manager will be the point person in defining the scope of the project and project team members, developing and managing the project schedule, and developing and managing the project budget through completion.  

This role must take ownership of the project and have a strong understanding of all facets of the project in order to make business decisions and report status updates to the leadership team.
 

Key Deliverables:

Due Diligence (5%)   
•    Assist in the due diligence of land acquisition including the preparation of feasibility studies, project budgets and entitlement and development schedules, as needed

Entitlement Phase (15%)
•    Manage all consultant interaction to formulate land use plan and work directly with various approval agencies related to all entitlement processes
•    Own, understand and negotiate the final project conditions of approval (COA), mitigation measures and development agreements, as applicable, with local public agencies
•    Create project schedules and soft cost budgets for management review
•    Represent Brookfield at public hearings in pursuit of project approvals with the city


Plan Processing  (25%)
•    Own, develop, and maintain relationships with a broad range of consultants and negotiate contracts for services including scopes of work, design standards, cost, schedule and quality.
•    Manage implementation of COAs and other permitting requirements with a key emphasis on understanding significant and impactful conditions
•    Lead and provide direction to multi-discipline consultant teams in the coordinated development of public and private improvement plans through issuance of construction permits. Manage decision making processes with consulting team.
•    Manage and coordinate the preparation of civil improvement plans, landscape plans, architectural plans and other design drawings and documents to ensure the design intent and vision for various projects is complete, efficient and comprehensive.  Act as Point Person for plan check review process of regulatory agencies to maintain expected project schedules. 
•    Manage and contribute in all facets of DRE requirements, including the establishment of project HOA documents and budgets
•    Update and report project changes to the leadership team    


Project  Development  (25%)
•    Regularly meet with the land development team and public officials to discuss issues associated with the development process, which may include processing of RFIs and/or delta revisions to improvement plans.    


Project Build Out/Close Out  (10%)
•    Coordinate with the land development field team and the city to get the project accepted, site utilities turned over and bonds exonerated 
•    Manage with HOA and land development field team to transfer ownership and maintenance obligations of all Land lots and amenities as soon as practical.   


General  (20%)
•    Demonstrated ability to manage Joint Venture (JV) projects, including associated reporting and coordination requirements.
•    Take the lead with required documentation and applications with local agencies
•    Represent Brookfield and serve on the Homeowner Association board (HOA) of directors through the life of the community or as needed
•    Represent the company effectively with elected and public officials 
•    Act as point person and foster relationships with external parties
•    Develop, manage and report on project’s A&E budget, and assist field development team members on the creation of the development budget
•    Produce and take ownership of the project budgets, cash flow projections, and project schedules and be prepared to present/report to internal and leadership team
•    Manage and maintain all files pertaining to the project which includes improvement plans and all correspondence in one location
•    Process invoices, contracts and check requests as needed    
 

Skills & Experience:

Bachelor’s degree in planning or civil engineering is preferred

5 - 10 years of relevant experience in the industry and strong record of accomplishment is required

 Proficiency in the skill sets of project management is required   

Prior residential homebuilding/ land development experience is required

Experience with master planned communities is a plus

Ability to read, edit, and QA/QC engineering and architectural plans

Proficiency in excel and MS Project

Strong attention to detail

Strong writing, organizational and interpersonal skills

High degree of motivation, follow through and accountability is expected

Previous experience with project budgeting and scheduling is needed

Ability to prioritize tasks and work effectively alone or on teams is critical

Ability to multitask and meet multiple deadlines

Proven ability to problem solve

Willing to commute to project sites, consultant offices and public agency headquarters regularly

Willingness to serve on HOA board, which could be evening obligations

Willingness to attend city council meetings and public hearings, which could be evening obligations
