**Job Description**
_Join the team! WMATA¿s Communications and Signaling team is looking for a Supervisory Construction Inspector to manage the inspection team and day-to-day operations for our signaling renewals projects. The ideal candidate will have a proven record of leading construction inspection teams within Renewals and/or State of Good Repair (SOGR) programs, specifically as part of signaling systems projects. We are looking for someone to bring a strategic mindset to drive innovation and efficiency, demonstrate a good knowledge in rail operations, multi-team collaborations and effective communications. **Minimum Qualifications:**
**Education**
+ High School Diploma / GED and the completion of an Engineering or Construction related training / certification program, or on the job training, or an apprenticeship
**Experience**
+ Four (4), years of experience performing the following, to include 2 years of supervisory experience;
+ construction inspections, materials testing and observations; construction contract administration; construction document management; and field testing and commissioning
**Certification/Licensure**
+ RWP up to and including Level 4 must be attained within 6 months of hiring
+ Valid Driver¿s License

Ability to complete satisfactorily the medical examination for this class.
**Job Summary/Duties:**
The Supervisor, Construction Inspection oversees the daily field work of Construction Inspectors, ensuring contractor and internal Force Account compliance with WMATA construction documents, specifications, schedules, and applicable regulations. The incumbent provides technical guidance on a wide range of issues encountered by Construction Inspectors and recommends solutions to the project management and engineering teams. The incumbent confers with the project management and engineering teams for technical direction and ensures the accuracy and completeness of inspectors¿ daily reports and meeting minutes conducted with reference to assigned job sites. The incumbent is also ensures compliance with WMATA¿s best practices for management and control of the project documents generated as a result of the inspection team¿s activities.
**ESSENTIAL FUNCTIONS**
+ Assigns duties and daily work schedules to construction inspectors. Briefs inspectors on directives, drawings, schedules, plans, expected rates of production, and safety issues and concerns. Maintains thorough documentation of briefings and meeting minutes. Continuously checks construction inspectors¿ field work and documents for accuracy and completeness and coaches team members when improvements are needed.
+ Interprets inspection reports, project plans and specifications, notices, claim documents, pending change orders; coordinates with external stakeholders and WMATA operating departments to identify issues in the field and recommend resolutions.
+ Serves as Roadway Worker in Charge (RWIC) and ensures that work location / work zone is properly secured and compliant with all WMATA and applicable policies and regulations. Accountable for reporting any conditions, accidents, incidents and concerns before, during and after each shift appropriately and timely. Ensures proper escort is available prior to and during stakeholder and inspection team site visits.
+ Coordinates actual and planned work schedules among contractors and de-conflicts work that will affect access, schedule and progress of other contractors. Promptly documents and communicates changes that affect work schedules to all concerned stakeholders.
+ Develops and implements solutions to ¿form and fit¿ problems encountered in the field. Records solutions used and resources consumed by the contractor in achieving ¿form and fit¿ corrections. Represents the Authority¿s interests during substantial final completion inspections.
+ Performs supervisory role including performance evaluations, work-load and shift balancing, and time and attendance reporting. Enforces accountability for equipment and materials utilized by assigned construction inspectors. Ensures paperwork, requests, and reports are timely and accurate. Ensures that assigned non-revenue vehicles are maintained and inspected in compliance with applicable policies.
+ Monitors safety practices used by contractors and ensures violations and other required actions and documentation are compliant. Stops all work based on WMATA rules and policy when safety concerns warrant.
+ Conducts equipment and material inventory inspections as requested, in connection with verification of contractors¿ payment requests. Participates in the Authority¿s project progress review meetings and actively contributes findings, observations, and recommendations. Demonstrates familiarity with the relevant construction documents including cost estimates and schedules.
+ Manages and tracks inventory of equipment and safety PPE field staff required for worksites/locations. Manages and track-site/location work. Tracks equipment that requires calibration or testing requirements per OSHA and WMATA SOP including Radios, WASDs, helmets, and high voltage gloves. Develops training if non-existent for proper equipment usage.
