SUMMARY

 The Technical Program Specialist is responsible for planning, developing, delivering, and reporting on maintenance programs. This role involves overseeing technical and maintenance programs and other related initiatives. The position requires deep technical maintenance oversight and review due to the high complexity, risk, and exposure of the programs.

KEY DUTIES & RESPONSIBILITIES

Safety Ownership and Regulatory Compliance:

Ensure Compliance: Adhere to environmental, health, safety, and fire protection regulations to maintain a safe working environment. Regulatory Updates: Stay updated on changes in regulations and implement necessary adjustments to ensure ongoing compliance.

 

Program Oversight:

Operational Effectiveness: Promote operational effectiveness through strategic planning and execution of maintenance programs.

 

Program Delivery Maintenance Support:

Communication: Effectively communicate maintenance information to relevant stakeholders. Meetings: Participate in program design and construction meetings to provide maintenance insights. Support program activities and review studies related to HVAC, BAS, utility, mechanical, and electrical systems.

 

Job Plan Development and Improvement:

Development: Create new job plan tasks and continuously review and improve existing job plans. Compliance: Ensure job plans comply with industry standards and collaborate with internal and external parties for code compliance.

 

Maintenance Optimization Planning:

Master Maintenance Plans: Develop Master Maintenance Plans (MMP) for accounts based on CMMS setup. Recommendations: Provide annual maintenance recommendations for client.

 

Support Planning and Programs:

Corporate Alignment: Support corporate maintenance and technical programs, ensuring they align with organizational goals and standards.

 

Data Reconciliation:

Data Entry: Enter inspection findings into a centralized database or asset management software. Record Comparison: Compare new data with existing records to identify discrepancies. Resolution: Investigate and resolve differences between physical inspections and recorded data.

 

Reporting and Documentation:

Update Records: Ensure all records accurately reflect the current condition of buildings and equipment. Generate Reports: Create detailed reports summarizing findings and providing recommendations for repairs, maintenance, and upgrades.

 

Regular Auditing and Gap Analysis:

Asset Management: Ensure equipment is correctly categorized within asset groups and aligned with key dates. Schedule Review: Review schedule templates for gaps and noncompliance issues. Continuous Improvement: Implement further quality checks to enhance program effectiveness.

KNOWLEDGE AND SKILLS

5 or more years’ experience in engineering design, program management or construction of real estate programs.  University graduation or professional certification (e.g. P. Eng, CMA, CGA or equivalent courses). Excellent written and oral communication skills. Excellent knowledge of industry building standards and requirements. Knowledge of critical environments procedures, reliability, programs and policies. Strong skills at documenting and communicating/training procedures, job tasks, etc. Skilled at building relationships with client representatives at the senior management level along with related experience. 

 

Licenses and/or Professional Accreditation

P.Eng. is preferred but not mandatory.  Program Management Professional (PMP-PMI), CET (Mechanical or Electrical).
